Photo shop help....

Does any one know how to do a white background on PSE..? with out manually painting it out , and getting wobbly lines like this? please let me know how..have googled and cant find an answer that does not  require money, or a registration.

Photo Shop Elements is very good and I need to buy it and learn to use it, to produce photos for my web site.
